The overall objective of the appraisal mission was to provide Ministry for Foreign Affairs of Finland with an independent review and analysis of the project for accountability and decision making. The Ministry wanted to assess whether the project was eligible for the use of the premixed concessional credit scheme for its financing. Furthermore, the aim of the appraisal was also to analyse whether the project was eligible for soft financing under OECD terms. Issues that were included for the appraisal covered issues as relevance, effectiveness and efficiency, impact, sustainability, poverty, gender, environment, assumptions and risks and project’s eligibility for soft financing. Project description and Objectives The objective of the Restoration/Rehabilitation of Waterways in selected River Basins nationwide is to contribute to long term flood prevention and mitigation, thus contributing to the weakening of the flood damage poverty chain. The project will initially cover a group of medium-sized rivers and their tributaries in the provinces of Pangasinan, Oriental Mindoro and Occidental Mindoro. The total duration of the project is five years for the initial dredging. Flood control will thereafter be continued by continuous maintenance dredging. The supplier is Aquamec Ltd from Finland and the implementing agency for dredging is the Department of Public Works and Highways (DPWH). Aaltonen Consulting Ltd provided technical assistance in environmental, OHS and socio-economical issues including assessment of the project compliance with national environmental legislation, assessment of the impacts of project design and dredging operations on the state of environment and resettlement of people. Occupational Health and Safety (OHS) issues and risk analysis were also included in the appraisal mission. The appraisal team conducted also a field mission in the most vulnerable project sites due to typhoons and flooding in Oriental and Occidental Mindoro. The project appraisal mission was implemented with a close partnership with national and local authorities of the Philippines and Finnish Embassy in Manila.
