The Government of Namibia and the Danish International Development Assistance (Danida) have agreed to cooperate to promote and support Cleaner Production Concept in Namibia. This cooperation has led to the implementation of the Cleaner production component in Namibia which commenced on the 17th January 2005 until December 2007. The component has four objectives as follows:

• To raise awareness about CP opportunities (energy, water and raw material savings, waste minimization and occupational health and safety (OHS) and options within the Namibian industries and services, including the participatory development of a national CP strategy: accomplishment of relevant study tours, match-making and experience exchanges between factories; and development and dissemination of relevant information on CP.

• To enhance the regulatory functions concerning CP, i.e, to develop relevant regulations and procedures within concerned authorities to be better able to promote and facilitate CP. Emphasis will be put on the promotion of self-regulatory mechanisms within industries and services.

• To apply at least ten CP demonstration projects in Namibia withing 2.5 year implementation period; and


• To build capacity at all levels (authorities, industries and services, NCCI, and training providers) to implement the national CP strategy.

The executing agency of the component is the Ministry of Environment and Tourism of Namibia, and the implementing agency is the Department of Environmental Affairs (DEA). The component is being implemented in a close partnership with other major stakeholders, such as the Namibian Chamber of Commerce and Industries (NCCI), the City of Windhoek (CoW), the Department of Water Affairs (DWA), the Ministry of Trade and Industry (MTI) and others. COWI in association with Soil and Water Ltd was awarded the contract to provide Technical Assistance (TA) to the component. Aaltonen Consulting Ltd is providing TA in cleaner production assessment work for the Namibian industries. As a result of TA provided by Aaltonen Consulting Ltd, 10 Cleaner Production Assessment (CPA) projects were completed in 10 enterprises during 2005-2006. Cleaner Production projects covered various industrial sectors such as food processing industries, paint manufacturing, renewable energy, tanneries and tourism sector.
